EngageAbout
Charles Burr is a senior strategic operator and advisor with a career built across some of the most demanding environments in the GCC — defence and national security programmes, regulated aviation markets, government ministries, and complex multi-stakeholder commercial structures.
Having served as Chief Operating Officer and Managing Director, and subsequently as an independent advisor, he brings a rare combination of executive responsibility and advisory discipline. He has led large-scale industrial programmes, structured government procurement frameworks, managed sensitive stakeholder relationships at the highest levels, and delivered results in contexts where confidentiality, political acuity, and execution discipline are non-negotiable.
His work spans localisation and industrial participation (ICV/IP/offset), strategy execution, governance, commercial performance, and programme delivery — consistently within environments shaped by national priorities, regulatory complexity, and cross-cultural leadership requirements.
Core Expertise
Translating strategic priorities into structured programmes with clear governance, milestones, and accountabilities. Proven in complex, multi-party environments where execution discipline is critical.
Advising primes, government bodies, and programme offices on strategy, market positioning, industrial partnerships, and sensitive programme delivery — with appropriate discretion and sector experience.
Designing and delivering localisation (ICV), offset, and industrial participation strategies aligned to national economic objectives. Experienced across multiple GCC regulatory frameworks and ministry requirements.
Building trust and alignment with government ministries, military leadership, international organisations, and commercial partners across politically sensitive and multi-cultural environments.
Establishing governance structures and delivery frameworks across large-scale, multi-stakeholder programmes. Experienced in reporting to senior leadership and Boards, including P&L accountability.

Selected Impact
Structured and delivered defence and civil industrial participation and offset solutions across programmes of significant national and commercial scale, engaging major international primes and GCC government bodies.
Led operations across a complex industrial participation programme involving 15 defence and aerospace stakeholders spanning six countries — coordinating delivery, governance, and executive reporting throughout.
Directed a $990m aviation investment delivering strong commercial returns alongside measurable local economic outcomes, including employment generation and skills development in the host country.
Designed and implemented procurement policy for a government ministry client, including a 15-month defence training programme and sustained delivery of critical procurement frameworks aligned to national strategy.
Achieved sustained cost reductions across UK and international manufacturing operations through global category strategy — contributing directly to product-level cost competitiveness in a regulated pharmaceutical environment.
A consistent track record of operating with discretion in confidential, politically sensitive, and multi-jurisdictional environments — trusted by senior clients across defence primes, government ministries, and international organisations.

Primary focus on the GCC and broader Middle East, with extensive international programme experience spanning Europe, Asia, and Africa.
Work has encompassed leading international defence primes, major aerospace and aviation businesses, GCC government ministries, multilateral development organisations, and specialist industrial and technology firms — frequently in advisory or senior embedded roles.
Advisory & Coaching
Available for senior advisory, consulting, and board engagement — particularly where deep GCC knowledge, defence and aviation sector experience, or complex programme delivery capability is required.
A complementary practice grounded in formal coaching qualification and extensive senior leadership experience — working with executives navigating complex roles, transitions, or high-stakes decisions.
Approach & Values
Sensitive environments require absolute confidentiality. The ability to operate with discretion — across governments, primes, and private clients — is foundational, not optional.
Complex situations call for structured thinking. Creating order from ambiguity — and expressing strategy in terms that stakeholders can act on — is a core discipline.
Strategy without delivery is incomplete. The value lies in bridging the gap between intent and outcome — and doing so with rigour, accountability, and persistence.
Built over years in demanding environments, credibility is the only currency that matters in senior advisory. It is earned through track record and defended through consistency.
